Our program aims to address the critical need for effective interventions that break the cycle of recidivism, and promote successful reintegration into society for young individuals who have come into contact with the juvenile justice system in Puerto Rico.

Executive Summary
Our program seeks to address the needs of youth while still in the juvenile justice system, empowering them to overcome challenges, build on their strengths, identify and address behavior challenges in order to successfully reintegrate into society. By leveraging transformative mentoring, a strengths-based approach, credible messengers, and support network development, our program is designed to provide personalized guidance, support (acompañamiento), and resources to youth during their transition from the justice system to community life.

Program Objectives
- Reduce Recidivism: Implement evidence-based strategies that effectively reduce the rate of recidivism among juvenile justice-involved youth by addressing underlying factors such as housing, lack of resources and support, educational challenges, unemployment, and unresolved trauma.
- Empowerment and Skill Development: This component focuses on accountability, fostering personal growth, promoting leadership skills, and positive cultural awareness. Through the utilization of credible messengers, transformative mentoring techniques and strengths-based approach 1, the program aims to empower the youth by equipping them with essential life skills 2, decision-making abilities, and effective coping mechanisms 3. The credible messenger network aims to empower and provide vital companionship to the youth as they navigate challenges, make informed choices, and cultivate a strong sense of self-worth. By offering a supportive environment and guidance, the program seeks to foster their growth, explore leadership skills, enhance their decision-making abilities, and instill a deep belief in their own value and strength.
- Credible Messenger Approach: Credible messenger approach seeks to empower individuals with lived experiences in the justice system to serve as transformative mentors and role models for the youth participants. These mentors utilize their credibility and shared experiences to build trust, establish connections, and inspire positive change among the youth. By engaging these individuals as facilitators, the program aims to leverage their firsthand knowledge and personal growth to guide and support the youth on their journey toward successful reintegration into society.
- Credible messenger support network development: Train and reinforce leadership skills to returning youth who are ready to serve as credible messengers, accountability partners, public policy advocates, and youth facilitators.These trained individuals will assume a critical role in supporting community-based reentry support services. By equipping the youth with the necessary skills and knowledge, they will actively contribute to the network’s effectiveness, providing invaluable support and guidance to their peers while ensuring the availability of essential resources for successful reentry. As a means of mitigating hardships, the program will provide educational stipends to cover basic needs, offer paid training and entrepreneurship or project development opportunities for these individuals, further supporting their own personal growth and development.
1 The Council model is a strengths-based approach that emphasizes the individual and group strengths of young men while reducing their risk behaviors. Adopting a safeguarding and empathy-driven problem-solving approach to effectively address the issue, recognizing that those impacted by the problem are the ones who hold the solution. 2 Career readiness, workforce and education. Entrepreneurship development. 3 Emotional Intelligence: Regulating Emotions, Relating to Others, and Cognitive Restructuring.
Program Components
- Implementation of the Strengths-Based Approach Council Model: Incorporate the principles and practices of the Strengths-Based Approach Council model into the existing juvenile justice system in Puerto Rico, and youth who are returning citizens. This approach emphasizes identifying and building on the unique strengths and abilities of each youth, promoting resilience and positive self-identity. Implement structured group activities, workshops, and group sessions that highlight the unique strengths and talents of the youth participants, fostering a sense of achievement, purpose, and positive self-identity.
- Training and Capacity Building: Provide youth with life skills (pathway to re-entry entrepreneurship development project), decision-making abilities, and coping mechanisms comprehensive training. Train juvenile justice professionals, including NIJ staff, credible messengers, judges, social workers, and counselors, to effectively implement and support the Strengths-Based Approach Council model. This training will enhance their skills in strengths-based assessment, case management, and intervention strategies.
- Credible Messenger Network Development: Recruit, screen, and train individuals with personal experiences in the justice system who have successfully rehabilitated and reintegrated into society. These credible messengers will be equipped with the necessary skills to engage with and mentor the youth, leveraging their credibility and shared experiences to foster trust, inspire change, and provide guidance.
- Collaboration, Support and Community Engagement: Collaborative Network Building by fostering partnerships with stakeholders, community-based organizations, educational institutions, and local businesses to create a supportive network for the youth. This collaborative effort will provide access to; poverty mitigation assistance funds, educational opportunities, vocational training, employment resources, and other support services necessary for successful re-entry.
- Accountability partnership: Train mentors and participants to form accountability partnerships to support mentees progress. Provide guidance on how to establish effective mentoring relationships, set goals, and track progress.
